I. Background & Issues :
You have all purchased homes on an allotment in the south of France. You have lost a lot of money because the developer has gone bankrupt.
You are losing more and more money everyday because the legal system is slow and your properties are starting to get vandalised and materials like windows and doors are either stolen or broken.
The major issue is neither the vandalism nor the lost of materials but the exposure to the weather, which will have more lasting effects on you properties than anything else. Mr FIELDER as evoked the possibility of bricking up the windows and doors to stop vandalism.

It’s clear that action must be taken, you need to figure out if you want to leave your financial interests in the hands of others or take control of your problem.
We recommend that the site is cleaned up:
The windows and doors in working order needs to be put back in place. The roofs need to be checked, repaired and finished to assured everything is waterproof. The shutters need to be put back in place, repaired and finished to stop unwanted access. The exteriors need to be finished at least to maintain real value.
You will need to meet with us here on site in France as soon as possible, so we can put your common and individual needs in place. The presence of tradesmen working on site will not only secure the site but also protect your properties and Mr & Mrs KOOGLE.
We have already been in contact with Maître HANSON your barrister. We will be contacting the legal administrator Maître FRONTIL to keep up momentum.
III. Our mission :
Plans: Providing outstanding plans for the project.
Administration: Assistance with local government : requests for building permits or preliminary declarations
Specifications: Contract Conditions : Administratives and Techniques (CCAP + CCTP)
Tenders: Request quotes from qualified contractors using your specifications (CCAP + CCTP)
Construction Panel: Supply and display of the works underway.
Preparation of works: Planning of works and other temporary needs before work starts.
Project management: Management, organization and verification of the progress and compliance of the project.
Réception of the project: Legal documents at the end of the project, the start of legal guarantees.
IV. Terms and Conditions :
The remuneration of Conception & Construction is a flat-rate fees and payable with the progress of the mission: 30% upon signing our contract + 30% at the end of the conception + 30% at the start of works + 10% upon the reception of the project.
A quote for our fees will be available once we have understood what documents (plans, etc) are missing for the execution of works.
The remuneration of the contractors is a flat-rate and payable with the progress of construction: 20% upon signing of CCAP, CCTP and quotes + upto 75% + 5% upon reception of the project. You will make payments directly to contractors: you will not pay more than has been executed.
V. Planning :
November - Prepare yourselves to restart the project
December - Come down to France, sign our project management contract
January - Start clean up and protect the project, finish the specifications
February - Tenders
March - Restart works
April - Solution the common area, services and other problems.
July - Finish work on the houses
VI. Our final note :
Bricking up the windows and doors will take your project in the wrong direction, you need to finish what you started because this will create a snowball effect; little by little as the project advances, the less it will look like an abandoned project and more everyone will want to participate.
